In my view sustainable public procurement is about large expenditure by government. It may be comprised of a series of small purchases but in aggregate representing a large expenditure or it may be a major project based expenditure. In either case there is a large budget available that may involve some kind of tender.
When this is the case the procurement authority should have the ability to specify the environmental impact criteria. The respondents should be able to respond with...

My impression is however that even the regional policy makers who are aware of the opportunities for PPI are hesitant to implement PPI type programmes in their operational programmes, because getting the details right of how you design such a programme or initiative is not straightforward. At Rio+20, UNEP launched the International Sustainable Public Procurement Initiative (SPPI) to continue the work initiated by the Marrakech Task Force on SPP. The SPPI aims primarily at building the case for SPP and promoting its implementation around the globe (http://www.sppinitiative.org).
