I do not know of any rules on management fees in framework contract. I remember a case where the winning supplier had to pay the procurement consultant of the contracting autority. Further, I know that in relation to quality assurance, now and then contracting authorities hire consultants to execute this task. To incentives the supplier and to internalise these costs, i know that sometimes a management fee is suggested, but i have to search for any actual examples. Before searching...

This has not yet taken place, although like the UK the Irish government has expressed the intention to do this as quickly as possible. We might expect legislation within the next six months. Today, the City of Bremen has updated the PRO-LITE Market Sounding Prospectus (Version 2.0) with information on the school for which an innovative lightng solution will be procured (Oberschile im Park). Lighting suppliers and manufacturers are asked to read the PRO-LITE prospectus before submitting information on their innovative products through PRO-LITE’s Online Submission Tool. Bremen’s consultation with the lighting market is due to close on the 5th September 2014.
