I like the point you are trying to make. I understand that different entities such as SPLC, 10YFP, Procura+ etc. are trying to attract eyeballs of same set of community of practitioners. Conclusion 5 in the executive summary of the study is also a bit of a 'fast' conclusion for me. You conclude that there must be organisational difficulties in cross-border PCPs because 4 years after the PCP communication (in 2011) there were still no cross-border collaborative PCPs.
