  • When is what type of market involvement needed? Public space

When and what type of market involvement is needed in the public procurement? Involvement of the market in public procurement is seen as an important method to increase value for taxpayers money. Market involvement could be benefitional over the entire lifecycle of a work, product or a service (policy development, need assessment, functional design, technical design, operation and maintenance, end of life). However, the assessment of when and how to involve the market, for what type of challenge...

  • CITIES JOIN FORCES TO RETROFIT DISTRICTS Public space

All over Europe cities and towns strive to become climate smart. They revamp their energy districts, step-by-step, while looking across borders to learn from best practices.

Cities have started to join forces to become more energy efficient. This trends stems from the findings of the first climate assessment report of the Intergovernmental Panel on Climate Change (IPCC), published in 1990, which was quite alarming. It led to the creation of Energy Cities, the European association of local aut...

  • Multifold challenges for districts level retrofitting Public space

Retrofitting a district is quite different from retrofitting a single building: the technological challenges involved are far greater.

The Cuarto de Marzo district of Valladolid, Spain, is an area spreading over 21,000 square metres with 166 residences. It is now the focus of a retrofitting project, called R2CITIES, funded by the EU. Its objective: a 60% reduction in energy consumption in individual buildings and in the district as a whole. One of the project partners is a company c...

  • Transparency and residents’ involvement make retrofitting work Public space

A residential energy-saving retrofitting program adopts strategies to convince local inhabitants of its benefits.

One of the biggest challenges of retrofitting projects is to make them attractive to residents. Now, one of them, the EU-funded project R2CITIES, is analysing the initial first feedback received from residents of the Cuatro de Marzo district. And there is a lot at stakes. Being successful will help to replicate and extend these solutions elsewhere. “[our showcase site] is a mir...

  • Assessing the performance of energy efficient buildings Public space

Monitoring so-called key performance indicators enables engineers to evaluate whether a newly erect building is as energy efficient as originally planned.

Making buildings more energy efficient is part of the European strategy to combat climate change. One of the aims of the EU-funded project Direction—due to be completed by 2016—is to demonstrate that very low energy buildings can actually be implemented in practice. But to evaluate whether a building achieves the required energy perfor...
